Scrolling is very expensive when Copilot diffs are showing #285459
Description
Repro was just scrolling a relatively large file with 5x diff sections suggested by Copilot:

This was the state of the editor I was scrolling:
Obviously gpu acceleration would help here, but that will be opt-in for the foreseeable future. Would be good if we could make the DOM renderer not drop so many frames.
